An initial claim is an application for Unemployment Insurance Benefits. The initial claim may be:
All initial claim applications based on work performed in Arizona are filed by telephone, regardless of whether you are living in Arizona or in another state. If you are currently receiving Arizona Unemployment Insurance Benefits and have moved to another state, you must call to reopen your claim.
Your initial claim application must be filed in the week you want your claim to begin.
You should have the following information ready before making your call:
To use the ARRA system from a touch-tone phone, you must have a personal identification number (PIN).The first time you call, you will be asked to select a permanent PIN. Your PIN is a 4-digit, secret number you make up before you place your call. Your PIN can be any combination of numbers except all zeros (0000), all nines (9999), or any symbols (#,*).
You will need your PIN number to use when filing weekly continued claim through the TIPS Line and to obtain payment information. The system will tell you when to enter the PIN you have chosen. Our representatives do not know your PIN, so if you happen to forget it or want to change it for some reason, you must call a Claims Agent to have your PIN reset.
Your PIN and Social Security Number identifies you to the system and serves as your electronic signature. Remember--the same PIN must be used for all of the services provided by the unemployment telephone system. Do not give your PIN to anyone.
Use one of the initial claim telephone numbers listed below. Your call will be answered by the ARRA System. Using a touch-tone telephone to make your call, you press the numbers on the telephone keypad to choose the service you want. You also use the telephone keypad to enter information and to give answers to questions asked by the system.
At the beginning of your call, the system lets you choose to have the questions read in English (Press 1) or Spanish (Press 2). Then, you will be asked to choose one of the five services listed below.
After all of the questions have been asked, you will be instructed to wait on the line for a Claims Agent to help you complete your initial claim application. Answer all questions completely and correctly.
If you believe you gave a wrong answer to one of the questions asked of you, ask the Claims Agent to check your answers and correct, if necessary.
If you have already entered your PIN and social security number, you can hang up and call back later to complete your initial claim application. The ARRA System saves a record of an incomplete initial claim application until 3:30 p.m. (Mountain Standard Time - MST) Friday of the same week in which you made the incomplete call. If you do not call back during that same week, the record of your first call is deleted and you will need to call and initiate a new application.
If you are filing against Arizona while residing in another state, your claim will be processed in the same manner by calling the ARRA System at the toll-free telephone number shown below.
If any of your answers raise a question about your potential eligibility for benefits, the Claims Agent may schedule you for a fact-finding interview at a later date.
Your claim is not complete until the Claims Agent has informed you that your claim application has been accepted. Do not hang up until you get confirmation of the acceptance of your application.
After your initial claim application is filed, you will receive a "WAGE STATEMENT" that lists the wages reported by your Base Period employers, the weekly and total amount of benefits you may receive if you meet all eligibility requirements during your benefit year.
You will receive "A Guide to Arizona Unemployment Insurance Benefits" booklet in the mail. This booklet is intended to give you a better understanding of your rights and responsibilities when claiming unemployment insurance benefits.
You will receive a "Certification of Understanding" in the mail, which must be completed and returned within the specified time frame.
You MUST call the tips line to file a certification for each week you wish to claim benefits. No weekly claim for benefits may be filed until after the calendar week for which the continued claim is filed has ended.
You may be required to register for work at a Job Service office in the state where you are filing (Arizona or the state where you now reside). Employers seeking workers contact Job Service which then refers qualified applicants to suitable job openings. This service is free and available at multiple locations throughout Arizona. If you are a claimant living outside the state of Arizona, contact a Job Service office near your home. To assist you in locating an office, a link to each state's Unemployment Insurance web site may be found at the ITSC web site.

Due to the volume of calls to the ARRA System, we ask
that you file your new claim or reactivate your current
claim (if your benefit year has not yet expired), on
the day of the week specified below according to the
last digit of your Social Security Number. Keep in mind
that it does not matter whether you file your claim on
a Monday, Tuesday, Wednesday, Thursday or Friday--it
will normally be effective on the Sunday of the week
in which you file.
If your Social Security Number ends with
0, 1, 2 or 3 - File your claim on Monday
If your Social Security Number ends with
4, 5, 6 or 7 - File your claim on Tuesday
Wednesday, Thursday and Friday
are open to all Social Security Numbers

TIPS hours of operation are from Sunday 12:01 a.m. through
Friday 6:00 p.m.

If you do not file your weekly claim by 6:00 p.m. (Mountain
Standard Time - MST) on Friday, you must call a Claims
Agent on the following Monday.
Special Note: When a state holiday is observed on a Friday,
TIPS will not be available on this day of the week.
You must file your weekly claim by 6:00 p.m. on Thursday.
As stated above, if you do not file your claim by 6:00
p.m. Thursday, you must contact an ARRA Claims Agent.
Information about the last weekly claim you have already
filed will only be available from 7 a.m. Monday until
Midnight Saturday (Mountain Standard Time - MST).
TIPS weekly claim filing schedule
Because of a significant increase in the number of individuals
filing for unemployment insurance, it has become necessary
for us to place restrictions on the days individuals
can call the TIPS line. The last number of your Social
Security Number (SSN) will determine when you can call
TIPS.
Sunday
(All Day) - TIPS will only accept calls from individuals
whose SSN’s end in 0, 1, 2, 3, 4,or
5.
Monday
(7AM through 7PM) - TIPS will only accept calls from
individuals whose SSN’s end in 6 or 7. After
7PM, TIPS will accept all calls (any SSN).
Tuesday
(7AM through 7PM) - TIPS will only accept calls from
individuals whose SSN’s end in 8 or 9. After
7PM, TIPS will accept all calls (any SSN).
Wednesday, Thursday or Friday - TIPS will accept all
calls (any SSN) during normal hours of operation.
